Horatio Stressbar is a construction and land developer who co-created the eponymous theme park in the episode Combat Land, which he owns. Combat Land is touted as a way for budding warriors to test their skills against robots of three different eras, but instead is a front for him to destroy the Sewers with an army of robots with detonators, in order to score a multi-million dollar development contract on the sewer that he'd been fighting city hall to get for some time. His plan is, naturally, foiled by the Turtles, and he is apprehended by them as the robots detonate in Combat Land.
