Genetically-modified Skrall clones were created shortly after Blackout's conquest of the Shattered Mirror Universe's Bara Magna when he and the Makuta scientists still loyal to him determined that Skrall were some of the most effective warriors they had ever encountered. So they modified their DNA, cloned them, and turned them into an army.
