Kagetane Hiruko is the main antagonist of the light novel and anime series Black Bullet. He was formally part of a Civil Security company before his license was revoked due to his excessive killing. He plans on starting another Gastrea war so that the world will be filled with chaos and that people would look up to him, the cursed children, and Rentaro, the series' main character. His daughter and partner-in-crime is Kohina Hiruko. He is voiced by Rikiya Koyama in the Japanese version of the anime and Jay Hickman in the English version, the former of whom also voices Kiritsugu Emiya.
