And for many, it's hard to read. For newcomers, it's hard to find. For this page, shrinking is unnecessary. And for those on the recent changes page, the one link still takes up a line of text and means that it'll take longer to get to what's wanted. For the site notice, the create article part is unnecessary since the switchbox Article form has edit, which is even better than create, so the links can be spread out.
