The Black Terror has arrived in Washington DC, where he continues to reflect on what he's about to do, the war he's about to start. He recalls his argument with the Green Lama, as well as a time in 1950 when he and Kid Terror protected the president from would-be assassins. As he approaches the White House (which is surrounded by scores of armed security forces), Terror also reflects on how the nation and the office of the presidency has changed over the sixty years he spent in Pandora's Urn.
