The Avatar Rasengan is a variation of Naruto Uzumaki's Great Ball Rasengan, developed during the fight between Kyosuke and Noai Uchiha. By combining increased amounts of all types of Elemental chakra and his senjustu chakra into it, he is able to create a powerful Rasengan with destructive capabilities. Like his Great Dragon Rasengan, he will sometimes incorporate his Shinra Tensei into it's creation, thus improving it's destructive capabilities. Due to Kyosuke's skill, he can create this jutsu with only a few seconds of complete concentration.
