The Eternal Empress is the leader of the nagas of Ashan, and the ruler of the Lotus Empire. She has ruled as a "theocrat and benevolent dictator" since the Mythic Age. She is the military and spiritual head of naga society, and considered to be the living incarnation of Shalassa.
