Arbiter Brom Goldhand is a human member of the Tal'Dorei Council, the former captain of the guard, the Master of Law, and the head of the Watchful Hall. According to Shaun Gilmore, Brom was slain in the Chroma Conclave's assault on Emon, but he later showed up in Whitestone very much alive. As an NPC, Brom is played by Matthew Mercer.
