After a skirmish with Weegee's Army and Makizonian Forces, Weegee decided that Makizon and other enemies need to be "disciplined". So him and Merio decided to found The Weegee Merio Clan to commit terrorist acts in other lands. This caused a bit of controversy, and it was supposedly shut down by the Trolliversian Union. However, Weegee and Merio secretly kept the organization active, making it secret.
