Vincent Pazzo was an Italian-born mercenary responsible for kidnapping Commander Alex Tanner. He, along with his accomplice, Willis Hirst, were both mercenaries for the Kosovo Liberation Army (KLA). They worked for a warlord, specialising in torture. Afterwards, he began to freelance with his work consisting of mostly black operations and some wet work. He later attempted to kidnap Zach Tanner but NCIS Special Agent Leroy Jethro Gibbs got to Zach and responded by shooting Pazzo in the shoulder, forcing Pazzo and his accomplis, Willis Hirst to retreat.
