George Garfield was a Human serving in Starfleet in the 24th century. In late 2375, the USS Independence was commanded by Captain Garfield when it was attending the bicentennial celebrations for the signing of the Resolution of Non-Interference, when she was attacked by several Romulan warbird's commanded by Sela near Sector 221-G. The Independence was quickly destroyed by the warbirds, but many crew managed to escape via escape pods. However, Sela ordered the pods destroyed, and many were shot down before the USS Excalibur intervened. (TNG - Double Helix novel: Double or Nothing)
