Batgirl encounters one of Penguin's men who has an incredibly dangerous handgun - one of only five of its kind, and it appears that the Penguin may have purchased all five. Batman is otherwise engaged, so sends Robin to help Batgirl out - Batgirl is surprised to discover that Stephanie Brown, the Spoiler, is now Robin. Together, the two of them follow the trail and discover that the Penguin's men are using their children as couriers for the guns. The men are arrested, but, as ever, the Penguin will most likely go free. Robin is disgusted with the men who use the innocent children in their schemes.
