Todd was a clone engineered at the Umbrella Prime facility in Siberia. He was attacked by the infected during a simulation and soon transformed. When the area was cleaned in preparation for the next simulation, he was left behind. When Umbrella Prime was destroyed, Todd was eating the corpse of a cloned Umbrella soldier.
