The City of the Gods is in Northern Tortall and the place where Gifted people can go for an education in magic. Such students that have attended are Thom of Trebond, Alanna's brother. Mithran Priests school them, such as Master Si-Cham, a former mentor of Thom. It is also the place where Alanna of Trebond would have gone if she had chosen to learn to become a lady, as there are convents for girls to become ladies.
