When using the Rainy Day Technique the user molds the required amount of chakra into water chakra before increasing its concentration and using the Chakra Exertion Technique to siphon it into the environment. The concentrated water chakra rises toward the sky causing clouds to form overhead. The clouds create chakra rich rain, which begin to fall onto the area below.
