J'datharr is a Khajiit who may be found next to the Khajiit caravans outside of Windhelm. He has been given the task of assassinating Malborn by the Thalmor for Malborn's betrayal during the quest "Diplomatic Immunity." The note can be found on J'datharr after confronting him, or pickpocketed beforehand.
