The Pennacook Club is the only private bar in Headquarters, if the Chlorophyll Club doesn't count. The only way to gain admission is through an invite from someone already a member, followed by a Q&A session, a bit of socialisation and a waiting period. Even then, the club is selective, and one might still be denied admission after going through the whole process. It is a high-end establishment with antique leather furniture that often smells of tobacco, and its patronage doesn't judge people who order drinks in brandy snifters. There seems to be a formal dress code, and a certain level of decorum is expected - rowdiness on the level of certain other pubs tends to get one portalled into a dumpster and not invited back.
