They are not the same. laws are made and expected to be followed by society norms. That is the reason they vary by state, country and even towns. Ethics are just guidlines that are put forth by someone to follow. No all ethics cross over to laws but in most instances, except for some very outdated laws, laws are designed with some ethical or society background and deisre to make there be consiquences for people not adhering to them.
