The Ishi Terrorists were a group of missing-nin terrorists from Ishigakure that possessed a collection of kekkei genkai. They held no allegiance to any other hidden villages and instead worked for the highest bidder. Because of the Konjiki twins' abilities, this terrorist cell specialised in destroying buildings and merchant ships.
