Mercury uses it to turn into a stronger form (called the "Super" form in the anime), as well as turn into a form similar to Eternal Sailor Moon's, called "Sailor Star Mercury" by fans, in Act 49 of the manga when the Soldiers give power to Sailor Moon so that she can defeat Queen Nehellenia. This form only seems to appear in that act and in an artbook illustration, however.
