Todd Miller is a member of a civilian law enforcement team led by his boss, Lieutenant Cheney. He bears a striking similarity to NCIS Special Agent Timothy McGee in that both are the Probies of their teams and are also quiet as well as often the ones who receive head slaps from their senior colleagues, Detective Primo Monteleone and also NCIS Special Agent Anthony DiNozzo respectively.
