The Time Substitution Powerup has a weird name, and its effect has got nothing to do with it. This powerup generates a random APO powerup (point or slot) of all kinds. The better the powerup, the less likely it'll be chosen. To obtain it with cheats, press Caps+9 when in cheat mode.
