Lower Radomsko was a seccy district of Mendel, the capital city of Mesa. Unlike other such districts in the city, it lacked stable dominance by any particular crime boss and existed in a state of near-anarchy. Consequently, it was the most violent and poorest of the seccy districts. (CS3ch.26,29)
