In the Ruthenian Empire, the Exarchate or the Exarch (εξαρχία) represents the government of the principates countries of the Empire of Ruthenia. The Exarch is part of the government of the principate country, but resides in Ruthenia, where he is part of the council of Ministers of Ruthenia. Ruthenia have only one Principate, the Grand Principate of Thracia, considered a slave nation and part of the imperial territory Thracia is in charge of the Exarch of Thracia, who represents the imperial interest in the slave nation.
