The Xa/Pil~oy Consensus is a minor neutral empire of the galactic rim that operates independently of Factions, including the Galactic Senate. It played a large role in the survival of Terran forces during the Second Terran War. The dominant race of the Consensus are the Xa/Pil~oy. Given their physical limitations and their private nature, the Consensus heavily utilises sentients from outside their systems to act as proxies and engage in most of their diplomatic work on their behalf. These sentients are of highly disparate races, and are hired on an individual basis.
