Powerless One is a Gouki clone from the Anti-Gouki Project. He is the second Anti-Gouki made. He has the appearance of a Akuma with dark brown hair with a white necklace (brown in the sprites) and a blue gi. In M.U.G.E.N, Powerless One was made by Basara-kun as part of the Anti-Gouki Project.
