Gowan Maddock was a Mesan citizen and an officer of the Mesan Alignment Navy. Holding the rank of Captain and posing as an officer of Mesa's regular navy, he served as the official Mesan liaison to Commodore Luff of the People's Navy in Exile. (CS2)
