By definition of the Second International, a war is a military conflict in which two or more nations, organizations, alliances, or ethnic groups of people engage in combat, whether economic by nature or (more commonly) militaristic by nature, in which the goal of the parties are either to defend themselves, or gain resources, land, or a political gain.
