Dr. Q is is the a 3WA scientist from the Dirty Pair OVA series. He is responsible for the creation of Mughi, as well as some of the high-tech devices and weaponry the Lovely Angels use. However, his genius is questionable, since his brilliant devices have a tend either to malfunction, or blow up in the Angels' faces.
