The Digital 21 Strategy is the blueprint for ICT development in Hong Kong. The strategy was first published in 1998 and is updated regularly. The 2008 edition identified the following five action areas for implementation between 2008 and 2010: (1) facilitating a digital economy, (2) promoting advanced technologies and innovation, (3) developing Hong Kong as a hub for technological cooperation and trade, (4) enabling the next generation of public services, and (5) building an inclusive, knowledge-based society.
