First go to the guy who gave you a castform,(fortree city, left in the building at the top floor)he'll either say theres a drought somewhere (where groudon is) or heavy down pour some where, (where kyogre is) Hoped this helped! also go to youtube and type in lukebird10 and some vids will show you where they are!
