Rear Admiral Volbas was a Starfleet officer in the late 24th century and was the commanding officer of the Federation starship USS Oracle. As commanding officer of the Oracle, Volbas (ranked captain at the time) selected Pagad Ryshan to serve as an operations officer on his ship. Pagad served in that position as an ensign. When he was promoted to lieutenant junior grade, he transferred to the USS Remington to serve as the Remington's senior operations manager. (Star Trek: Remington)
