This item is obtained by mastering the Limited Edition Rob a Candy Truck job offered during the Halloween 2009 Event. Once the job is mastered (performed four times, giving 25% mastery each time), the job can be performed additional times, though only once a day. Each additional time the job is done will reward an additional Candy Truck.
