Bob Armen was an undercover FBI agent investigating the Mafia who was accidentally killed by Roy Montgomery. Officer Montgomery, as he was at the time, was working alongside crooked cops John Raglan and Gary McCallister, seven years prior to the death of Johanna Beckett. Although the cops attempted to frame mobster Joe Pulgatti for the murder, Johanna Beckett's subsequent investigation into his death threatened to reveal the truth, and she and three others were murdered to ensure the cops' guilt remained secret.
