Shakhan was a greedy Solarian obsessed with wealth and power. He became a cardinal in the deceitful Ethos organization, and the figurehead leader of Aveh. Like many antagonists in the Xeno series, Shakhan is not portrayed as pure evil, and much of his backstory and reasons for doing what he does is not shown.
