A Sea Monster Bait is a non-mailable Item that is part of the LEGO Universe mini-Rank. The Blueprint can be obtained on Capt Jack Knife's page for 20 Plastic Pellets. Four of these are needed to trade for the Heliotropic Harpoon Handle.
