Jules van Osterlich was a male Human in Starfleet in the 24th century. By 2364, van Osterlich was captain of the USS Constitution. In that year, the Constitution joined the USS Enterprise in lending assistance to relief efforts on Archaria III. Van Osterlich had broad cheekbones and hair so pale, it looked white. Van Osterlich had known Captain Picard for almost twenty years, even though their careers kept them a galaxy apart. Both captains never passed up a opportunity to talk about the good old days.
