Rotor Man was originally desigined as a weather robot. He was supposed to make storm clouds go away. But he was corrupted by Dr. Wily and started creating Tornadoes and Hurricanes. His weakness is the Flower Cannon. Rotor Man will be one of the first four selectable Robot Masters.
