After numerous attempts by the Imperial soldiers stationed at the port city to invade Kvatch, the barracks in Anvil were practically empty due to defeat after defeat at the Wolf's hands. Captain Fortunata's loyal pirates and buccaneers quickly took control of the city and she claimed the title of Provincial Governor for herself.
