Lieutenant Bill Refsland was a 24th century Human individual who served in Starfleet as a transporter chief aboard the Federation starship USS Stargazer in the 2330s. Refsland was section chief and was regarded by Captain Jean-Luc Picard as the most experienced of the several transporter operators serving aboard Stargazer. Refsland was on duty when the Stargazer received several new crew assignments to the ship on the order of Admiral Arlen McAteer. He also had the unfortunate responsibility of informing Picard of the transfers. (STA novel: Gauntlet)
