It is unknown how exactly one achieves this technique, but it appears to be passed down through actual teachings, rather than being awakened subconsciously in a Sharingan. The said technique is, in simplistic terms, an expansion of what one of the Sharingan's core attributes is, that being the ability to mimic almost all forms of Jutsu in known existence; whether this be Taijutsu, Ninjutsu or Genjutsu, though the latter had significant difficulty compared to other techniques.
