In 1912 PD, Kellet, holding the rank of Rear Admiral, was assigned as a task force commander in Admiral Javier Giscard's newly-established Twelfth Fleet, with orders to launch an attack against the Manticoran fleet base in the Hancock System, one of many attacks planned under Operation Icarus, an offensive devised by Admiral Esther McQueen to regain initiative for the People's Republic in its war against the Manticoran Alliance. As commanding officer of Task Force 12.3, Kellet flew her flag onboard the battleship PNS Schaumberg, and was supervised by People's Commissioner Ludmilla Penevski.
