Ilan (pronounced "Eee-lahn") is a Lakitu, and one of the higher-ranking memvebers of the Dark Schneiders. He was once in service under the Smithy Gang, but deserted due to unknown reasons. He was one to move to the nearby Biene City, meeting the Dark Schneiders, and quickly joining them.
