Lord Raze is extremely arrogant. Since he was born on Korriban, he has been immersed in Sith culture since he was young. He followed Darth Krayt's teachings that all of the Sith should be united under one Emperor, who was the wisest and most powerful. Raze used these ideals to gain support across the galaxy and put together a fleet. Since he knew that he didn't have enough support to take on the Republic and Jedi, he searched for an ancient artifact that was said to indoctrinate sentient beings. He thought he would be able to use it in his campaign against the Jedi.
