He originally showed up on the Fourth of July 2014, west of the cooks guild in Varrock. He claims to be celebrating his existence, and that balloons are appearing from nowhere, although he's not sure why. He reveals that by popping balloons, he received his hat, and proposes that if players popped the balloons, they might get one too. He ran a shop with the same stock as Diango's Toy Stall, but with the addition of a unique item called Liber tea, which couldn't be obtained anywhere else.
