Penelope Koh was the first officer of the USS Shabonee (NCC-64332). Her friends called her Penny. (Star Trek: Shabonee) Koh was a native of Singapore on Earth. When Daniel Radke signed aboard the USS Shabonee (NCC-19923) in 2369, Koh's position was second officer and operations manager. (Star Trek: Shabonee: "Divergence") Upon Rafe Mahler's promotion after the Shabonee's destruction, Koh was promoted to first officer of the new Shabonee in 2370.
