The Minister of the Houses presumably acts as a liaison between representatives of the various Dragaeran Houses and the Emperor or Empress. This post apparently serves as a supplement to the Prime Minister, since the Minister of the Houses takes on many of the Prime Minister's responsibilities when he or she in unavailable (or when the Prime Minister's post is not filled at all). The only known Minister of the Houses (at the time of Orca) was an Issola woman named Indus.
