Spoilers: There are certainly people who watch the series who believe that he was. I don't think so. It seems like a very friendly relationship, a mutual need that Lelouch has of CC and CC has of Lelouch. He definitely loves her, but as a friend or a close sister. CC may have had deeper feelings for Lelouch though, just because he made her feel genuinely loved for the first time.
