Although the First Minister always has the final say in the matter, the heads of ministries are there to give their opinions and advice, thus making sure the decisions made are fair and take into account all possibilities and viewpoints. The ministers, 11 individuals in total with specific portfolios, represented diverse points of view in order to encourage debate and disagreement in a democratic form of government.
