The Pedestrian Panic powerup has a simple effect: it causes all pedestrians on the level to start running in panic while flailing their arms around. Constant screams can also be heard. The gameplay change this powerup causes is that the pedestrians are always running, and it can be harder to hit them as a result. This powerup is in Carmageddon: TDR 2000 as well, but only some versions of it have it functional.
